INDUSTRIAL OVERVIEW
Hazardous Area Compliance Across Oman’s Energy Sector
Oman is one of the GCC’s most diversified hydrocarbon producers, with operations spanning interior upstream concessions, the Sur LNG complex, three operating refineries (Mina Al Fahal, Sohar, Duqm), and a fast-growing petrochemical sector. Petroleum Development Oman (PDO) — the country’s primary operator — runs hundreds of upstream wells, gas processing stations, EOR steam projects, and gathering networks across Block 6 and the Interior. Other major operators include OQ Group, Oman LNG, Daleel Petroleum (Block 5), BP Oman (Khazzan / Ghazeer tight gas), Shell Oman, Occidental Oman (Mukhaizna), and CC Energy.
Equipment used in Oman’s explosive atmospheres follows ATEX certification routes — widely accepted by PDO, OQ, Oman LNG, and EPC contractors for hazardous-area equipment specification. The Ministry of Energy and Minerals (MEM, formerly MOG) oversees the upstream and midstream sector, while the Public Authority for Special Economic Zones and Free Zones (OPAZ) covers Duqm, Sohar, and Salalah industrial zones. The Oman National Standard references IEC 60079 for installation, inspection, and maintenance practices in classified hazardous areas.
OQ’s integrated downstream complex includes the Sohar Refinery with petrochemicals (aromatics, polypropylene, LPG), the Mina Al Fahal refinery at Muscat, and the new Duqm Refinery (a joint venture with Kuwait Petroleum International) which entered operations to add 230,000 bpd of capacity within the Duqm Special Economic Zone. All operate Zone 1 / Zone 21 classified process units demanding certified intrinsically safe communications.
Oman LNG and Qalhat LNG, operated at Sur, export 11.4 million tpa of LNG and continue capacity de-bottlenecking. Salalah Methanol Company, OQ Methanol, and Sebacic Oman add chemical manufacturing in the south. EPC contractors — PetrofacCONJ, Worley, Tecnimont, Larsen & Toubro, Galfar, and Renaissance — require certified intrinsically safe devices for shutdown coordination, plant inspection, and offshore support in Oman’s hazardous areas.
